    Salient Features of Bhurban Conference aimed at Modernising BureaucracySeptember 14-15, 2015

    A. The plan aims at replacing the British-era structure with a system more in line with the modern economy.

    B. A the core of the draft of the plan is the call for a drastic overhaul of how the civil service conducts recruitment, and the manner in which bureaucrats are assigned career tracks and granted promotions.

    C. The new system of selection structure is being devised with a view to hire specialised cadres, by following recruitments of candidates sitting for separate, cluster-based exams for each service group.

    D. Taking into consideration increasing life expectancy, the government also wants to increase the retirement age from 60.

    E. The government has showed willingness on lateral entry into the civil service, allowing people in private industry to join senior government positions.

    F. The ministry has proposed to offering higher salaries for civil service positions.

    G. The proposal also includes the suggestion to end seniority-based promotions and instead make them contingent on performance.

    H. The ministry has proposed to appoint only those bureaucrats as Secretaries who have at least five years left until retirement.

    I. The proposed recruitment plan will be implemented as early as February 2017.
